Creates a new criminal offense for knowingly approaching or remaining within 15 feet of a first responder after receiving a verbal warning not to approach, when done with intent to interfere, threaten, or harass

First offense is a third-degree misdemeanor; second or subsequent offenses are second-degree misdemeanors

"First responder" includes peace officers, firefighters, and emergency services personnel performing lawful duties

Includes explicit protection for conduct covered by the First Amendment of the U.S. Constitution and Pennsylvania Constitution

Takes effect 60 days after enactment
