Lowers the employer threshold under the Pennsylvania Human Relations Act from 4 to 2 employees, expanding anti-discrimination protections to workers at smaller businesses

Removes the previous blanket exemption for agricultural workers and most domestic service workers from the definition of "employee"

Adds a new definition of "employee" as an individual subject to an employer's control over hiring, firing, training, scheduling, and work direction

Retains limited exemptions for casual domestic workers in private homes (not employed by third parties) and individuals employed by their parent, spouse, or child

Takes effect 60 days after enactment
