Amends Pennsylvania's informed consent requirements for abortion, mandating physicians provide information at least 24 hours before the procedure on medical risks, probable gestational age, presence of detectable fetal heartbeat, and risks of carrying to term

Requires women to receive an ultrasound at least 48 hours before an abortion and be offered the opportunity to view the fetal image and hear the heartbeat, with written certification of this offer retained for at least 3 years

Directs the Department of Health to prepare a geographically indexed list of providers offering free ultrasounds and to provide this list to women without charge

Creates new "Medical Education" section requiring the department to produce a video and materials clarifying that miscarriage care, ectopic pregnancy treatment, and premature delivery to preserve maternal health are not considered abortions under state law

Takes effect 60 days after enactment
