Requires health insurance policies and government programs (Medicaid, CHIP) to cover medically necessary physical therapy, occupational therapy, and speech therapy for individuals under 21 years of age

Prohibits insurers from imposing deductibles, maximum benefit amounts, or visit limits on these therapy services, though copayments and coinsurance may still apply

Establishes the Children's Therapies Medical Assistance Savings Account within the General Fund to capture savings from reduced Medicaid managed care capitation rates for children's therapy services

Directs the Department of Human Services to use account funds to increase reimbursement rates for therapy providers or offset increased CHIP costs from the expanded coverage mandate

Takes effect 90 days after enactment, with coverage requirements applying to newly filed insurance policies or policies issued/renewed 180 days after the effective date
