Prohibits deed restrictions, covenants, and HOA agreements from banning property owners from installing managed native conservation landscaping, which includes rain gardens, pollinator gardens, and pollinator meadows using native plants

Defines managed native conservation landscaping as planned plantings that improve water quality, enhance stormwater management, support the Chesapeake Bay Watershed Implementation Plan, or provide habitat for native pollinators and wildlife

Declares HOA restrictions unreasonable if they significantly increase costs, decrease efficiency, require turf grass, prohibit native landscaping in visible areas, or limit it to a percentage of property acreage

Allows condominiums and planned communities to still restrict or prohibit managed native conservation landscaping on common elements and common areas

Exempts properties designated as historic properties or historic resources from the bill's requirements; takes effect 60 days after enactment
