Schools must collect and report daily attendance data using standardized categories: satisfactory (less than 5% absent), at-risk (5-9%), moderate (10-19%), and severe (20% or more)

Chronic absence is defined as missing 10% or more of enrolled school days for any reason, including both excused and unexcused absences

Each school must establish a School Attendance Improvement Plan (SAIP) aligned with a Multi-Tiered System of Supports (MTSS), developed collaboratively with students, families, and community stakeholders and reviewed at least twice per year

Schools must prioritize supportive interventions (mentoring, counseling, transportation assistance) over punitive actions, with legal action permitted only as a last resort after all supports are exhausted

The Department of Education must maintain a publicly accessible real-time attendance dashboard and produce annual reports on chronic absence trends and intervention outcomes
