Amends The Clean Streams Law to require the Department of Environmental Protection to establish within one year a centralized online application system for general permits under 25 Pa. Code Ch. 105 Subch. L, including GIS mapping, permit tracking, and mobile accessibility, while retaining paper-based application options.

Requires the department to develop standardized drawings, processes, procedures, and instructions for general permits, including construction specifications, permissible activities, limits of disturbance, and erosion control plans; applicants with non-conforming projects may submit custom applications for independent review.

Establishes an automated notice-to-proceed system that notifies applicants, regulatory agencies, and county conservation districts upon complete application submission, PNDI clearance receipt, fee payment, and approval; applicants may begin permitted activities after receiving notice to proceed.

Mandates uniform enforcement and inspection standards across all regional offices, including consistent procedures, a centralized digital dashboard for inspectors, and required training for department personnel.

Requires annual reporting to the Senate Environmental Resources and Energy Committee and House Environmental and Natural Resource Protection Committee beginning two years after enactment, covering implementation progress, system usage statistics, permits issued by type, compliance trends, and improvement recommendations.
