Retail establishments that have banned single-use plastic bags must provide compliant bags to customers free of charge at the point of sale

Compliant bags include paper bags that are 100% recyclable, contain at least 40% postconsumer recycled material, are compostable, and display "recyclable" or "reusable" labeling; or durable reusable bags made of cloth or washable fabric that are 100% recyclable

Single-use plastic bags include those made from petroleum or plant-based sources (including compostable/biodegradable bags), but exclude bags for bulk items, frozen foods, meat, fish, produce, pharmacy prescriptions, newspapers, dry cleaning, and packaged food storage/garbage/pet waste bags

Applies to all retail establishments including stores, restaurants, pharmacies, convenience stores, grocery stores, liquor stores, and seasonal or temporary businesses

Takes effect 60 days after enactment
