Establishes the Safe Communities Grant Program as a competitive grant program administered by the Pennsylvania Commission on Crime and Delinquency to fund installation and maintenance of lighting and security cameras in high-crime areas

Grants capped at $25,000 per award, with priority given to schools, playgrounds, recreation centers, and senior centers

Municipalities are eligible to apply only if they have not received a grant from the program in the previous five years

Commission must approve or deny applications within 60 days of receipt, with preference given to proposals demonstrating the greatest likelihood of reducing gun violence

Commission required to report to the General Assembly at least every three years on gun violence rates in municipalities that received grants
