Establishes a 25-member Statewide Advisory Council on Playground Safety within the Department of Community and Economic Development, with members appointed by the Governor to serve 3-year terms

Council membership includes 7 state agency secretaries or designees, representatives from municipalities (cities, boroughs, townships), the Pennsylvania Recreation and Park Society, and 4 legislative appointees, with at least 3 members required to be certified playground safety inspectors

Council reviews and comments on draft playground safety regulations and standards to relevant state agencies, legislative committees, and the Independent Regulatory Review Commission

Council advises on playground safety improvements including enforcement recommendations, funding sources for playground upgrades, personnel training, inspection procedures, community reporting mechanisms, and safety plan models

Members serve without compensation but receive expense reimbursement, the Department provides staff support, and the council must meet at least 4 times per year
