Establishes the Scratch Cooked Meals for Students Pilot Grant Program within the Department of Education, providing two-year grants to school districts, charter schools, career and technical schools, and intermediate units to promote meals prepared from unprocessed or minimally processed ingredients.

Pilot program expires four years after the effective date, with the act taking effect 60 days after enactment.

Grant funds may be used for staff training, cafeteria equipment purchases, infrastructure modifications, hiring additional food preparation staff, student culinary education programs, and procurement technology systems.

Priority in grant awards given to schools serving the greatest proportion of students eligible for free or reduced-price lunch.

Requires grant recipients to submit detailed reports within 180 days of program expiration, and the Department must report to legislative education committees within one year with recommendations on program continuation or expansion.
