Establishes the Agriculture Innovation Grant Program within the Pennsylvania Department of Agriculture to provide reimbursement grants for farms, agribusinesses, and agricultural support services implementing innovative practices in energy efficiency, water quality, production technology, biosecurity, and cybersecurity

Creates three grant tiers: Innovation Planning grants ($7,500-$50,000 with 30% match), On-Site Project grants ($5,000-$200,000 with 50% match), and Regional Impact Project grants ($100,000-$2,000,000 with 50% match)

Establishes a 12-member Agriculture Innovation Board including the Secretary of Agriculture as chair, representatives from higher education, rural electric cooperatives, lending institutions, veterinary medicine, and four legislative appointees who evaluate and award grants

Limits eligible applicants to agricultural producers with over $2,000 in annual sales, processors with over $10,000 in annual sales, agricultural service providers, and cooperative associations; caps individual recipients at $2,000,000 per fiscal year

Repeals Article XVI-Z of The Fiscal Code and takes effect 60 days after enactment
