Proposes amending Article II, Section 2 of the Pennsylvania Constitution to create a new process for filling legislative vacancies caused by a member's death

Requires each General Assembly member to submit a list of three pre-designated individuals to the Chief Clerk at the beginning of their term who could serve as temporary replacements upon their death

Authorizes the presiding officer to appoint one person from the deceased member's list to fill the vacancy temporarily until a special election determines the permanent replacement for the remainder of the term

All individuals on the succession list or appointed under this provision must meet existing constitutional qualifications for General Assembly membership

Follows the standard constitutional amendment process requiring passage by two consecutive sessions of the General Assembly, public advertising by the Secretary of the Commonwealth, and approval by voters at a general or municipal election
