Renames Pennsylvania's "ethnic intimidation" offense to "hate-based intimidation" and expands protected categories to include ethnicity, ancestry, sex, gender, gender identity, gender expression, sexual orientation, and disability

Expands the underlying crimes that trigger hate-based intimidation charges to include personal injury crimes resulting in bodily injury (as defined in the Crime Victims Act), arson/criminal mischief offenses, and criminal trespass

Extends civil liability for hate crimes beyond the direct perpetrator to include those who solicited the conduct or knowingly provided aid with intent to facilitate the offense

Establishes minimum civil damages of $500 or actual damages (whichever is greater), plus punitive damages, attorney fees, and injunctive relief for victims

Includes religious freedom protections ensuring the law cannot be used to prohibit, limit, or punish constitutionally protected religious speech or conduct
