Creates the criminal offense of "swatting" in Pennsylvania for intentionally making false reports of crimes or emergencies via telecommunications that cause an emergency response to law enforcement, firefighters, EMS, or 911 operators

Classifies the base offense as a third-degree felony, elevated to second-degree felony if bodily injury results, and first-degree felony if serious bodily injury occurs

Exempts persons conducting authorized emergency drills from prosecution under this statute

Defines "serious bodily injury" as injury creating substantial risk of death, permanent disfigurement, or protracted loss of bodily function

Takes effect 60 days after enactment
