Amends Pennsylvania's Price Gouging Act to require the Governor to expressly invoke price restrictions in disaster emergency declarations, rather than having them apply automatically for 30 days after termination

Price restrictions last 15 days initially and may be renewed for up to three additional 15-day periods, applying only to consumer goods and services necessary in the affected geographic area

Replaces the 20% price increase threshold with a 10% safe harbor—prices are not unconscionably excessive if they are 10% or less above pre-restriction prices or 10% or less above seller's cost plus normal markup

Adds new definition of "cost" to include replacement costs, credit card costs, taxes, and transportation costs, and exempts prices consistent with commodity market fluctuations or pre-existing contracts

Caps civil penalties at $10,000 per willful violation with a $25,000 aggregate maximum per 24-hour period per seller, and explicitly bars private causes of action
