Pennsylvania Public Utility Commission (PUC) must investigate and validate electricity load forecasts that utilities submit to PJM Interconnection, the regional transmission organization, including reviewing methodologies, data, and assumptions

PUC required to audit large-load interconnection requests (such as data centers) to ensure only projects with high likelihood of development and demonstrated financial commitments are included in forecasts

PUC must coordinate with PJM and other state utility commissions to prevent double-counting of new large loads and customer contracts across the multi-state region

Utilities must provide confidential contracts, agreements, and commitments between interconnecting customers and utilities to the PUC, Bureau of Investigation and Enforcement, Office of Small Business Advocate, and Office of Consumer Advocate upon request

PUC must submit annual report by June 30 to legislative committees detailing implementation actions, findings from load-forecast reviews, interstate coordination efforts, and recommendations for statutory or regulatory improvements
