Amends Section 102 of the Commonwealth Attorneys Act (P.L.950, No.164) to add a new definition for "right to access"

Defines "right to access" to exclude access for satisfying discovery requests made to the Office of Attorney General in civil actions

Creates an exception allowing discovery access when the agency in question is both a party to the civil action and represented by the Office of Attorney General

Takes effect immediately upon enactment
