Amends Pennsylvania's terroristic threats statute (18 Pa.C.S. § 2706) to require convicted offenders to pay restitution covering evacuation costs, including fire, police, EMS, and emergency preparedness response, as well as supplies, equipment, and wages of affected employees and first responders

Directs the Pennsylvania Commission on Sentencing to establish a sentencing enhancement for terroristic threats made against school entities or institutions of higher education

Defines "school entity" broadly to include public schools, charter schools, cyber charter schools, private schools, nonpublic schools, intermediate units, and area career and technical schools

Defines "institution of higher education" to include community colleges, State System universities, Penn State, Pitt, Temple, Lincoln University, other state-related institutions, accredited private colleges, and private licensed schools

Takes effect 60 days after enactment
