Increases minimum setback distance for unconventional gas wells from buildings and water wells from 500 feet to 2,500 feet, measured from the well pad perimeter rather than the vertical well bore

Requires unconventional wells and related drilling infrastructure to maintain 5,000-foot setbacks from schools, hospitals, long-term care facilities, child-care facilities, and facilities serving individuals with intellectual or developmental disabilities

Increases setback requirements from streams, springs, and wetlands from 300 feet to 750 feet for unconventional wells, with disturbed areas also required to maintain 750-foot setbacks (up from 100 feet)

Eliminates the department's authority to waive distance restrictions for water protection; previously, waivers could be granted with additional protective measures

Defines "related unconventional drilling infrastructure" to include compressor stations, waste pits/impoundments, tanks containing hazardous materials, and equipment for storage/handling of chemicals, fuels, or waste on well sites
