Establishes the Mental Health Workforce Retention Program within the Department of Human Services to provide $5,000 grants to mental health workers in psychology, counseling, social work, or human services who have worked with adolescents for at least 7 consecutive years

Appropriates $5,000,000 from the General Fund on a continuing basis, with a cap of $1,000,000 in total grants distributed per fiscal year

Recipients are selected through a lottery system, and each eligible applicant may receive only one grant for the duration of the program

Grants are exempt from Pennsylvania state income tax under the Tax Reform Code of 1971

Program authority expires June 30, 2030, with the act taking effect July 1, 2025
