Proposes adding Section 30 to Article I of the Pennsylvania Constitution establishing a fundamental right to personal reproductive liberty, including decisions to prevent, continue, or end pregnancy, access contraceptives, and choose fertility care

Prohibits discrimination in reproductive rights based on race, age, disability, sex, sexual orientation, gender identity, religion, or relationship status

Requires the Commonwealth to demonstrate a compelling state interest achieved by the least restrictive means before denying, burdening, or infringing upon reproductive rights

Permits state regulation of abortion care after fetal viability, but prohibits banning abortions that a health care professional determines are medically necessary to protect the life or physical/mental health of the pregnant individual

Requires passage by the General Assembly in two consecutive sessions followed by voter approval at a general or municipal election, per Article XI constitutional amendment procedures
