Designates State Route 130 (Allegheny River Boulevard) as a scenic byway, running from the intersection of Washington Boulevard in Pittsburgh through Penn Hills, Verona, and Oakmont to Hulton Road

Prohibits new outdoor advertising devices within 660 feet of the right-of-way, with additional restrictions on signs visible from the byway in non-urban areas

Exempts official government signs, for-sale/lease signs on the property, on-site business advertising (including electronic signs), and directional signs for attractions from the advertising restrictions

Requires all PennDOT public use maps to specially identify the byway and note its scenic, historic, natural, recreational, and archeological significance

Takes effect 60 days after enactment
