Prohibits any person from interfering through threat, intimidation, or coercion with an individual's exercise of rights under the U.S. Constitution, Pennsylvania Constitution, or federal/state laws

Authorizes district attorneys and the Attorney General to bring civil actions seeking injunctive relief and civil penalties up to $25,000 per violator, with penalties awarded to affected individuals

Allows individuals to file private civil lawsuits seeking damages, injunctive relief, declaratory relief, and reasonable attorney fees for violations

Makes willful violation of court-issued injunctive orders a third-degree misdemeanor, or second-degree misdemeanor if bodily injury results

Waives sovereign immunity for claims against peace officers and their employing governmental entities, and prohibits contractual waiver of the law's protections
