Amends Title 75 (Vehicles) to allow a nominal registration fee of up to $50 for approved motorcycle safety courses, which must be refunded if the individual attends the course.

Unreturned registration fees from no-shows are deposited into the Motorcycle Safety Education Account.

Requires the Department of Transportation to issue a report within 18 months analyzing the fee's effect on course enrollment, including data on completion rates, no-show rates, and total fees refunded versus deposited.

Report must be submitted to Senate and House Transportation Committee leadership and posted on the department's website, with recommendations for statutory changes to improve enrollment.

Act takes effect 60 days after enactment.
