Establishes the Contingency Management Support Grant Program within the Department of Drug and Alcohol Programs to help single county authorities implement evidence-based incentive programs for individuals with stimulant use disorder

Allows grants to fund staff training, drug-testing supplies, incentive-tracking systems, program evaluation, and noncash incentives (gift cards, food vouchers, transit passes) up to $750 per participant over 12 months

Requires participants to be clinically assessed for stimulant use disorder under ASAM Criteria, enrolled in outpatient treatment, and provide negative drug tests before receiving incentives

Prohibits use of grant funds for cash incentives, incentives redeemable for alcohol/tobacco/gambling, or services already covered by Medicaid or private insurance

Federal State Opioid Response grant funds serve as the primary funding source; the act takes effect 60 days after enactment
