Creates the State Emergency Supplemental Grant Program administered by the Pennsylvania Emergency Management Agency to provide additional disaster assistance to residents and businesses who have exhausted federal FEMA grants or experienced losses from state-declared disasters

Caps supplemental grants at $10,000 for federal disaster declarations, covering the difference between FEMA payments and federally appraised losses for eligible items including housing, temporary rental assistance, personal property, medical/dental care, transportation, and funeral costs

Establishes the State Emergency Supplemental Assistance Fund in the State Treasury, funded by $5,000,000 annual transfers from the Pennsylvania Liquor Control Board beginning in fiscal year 2025-2026

Excludes coverage for home improvements, preexisting conditions, landscaping, recreational property, pre-disaster debts, luxury items, and cash

Requires full repayment of grants if funds are misspent or obtained fraudulently, with the act taking effect 90 days after enactment
