Maintains the existing threshold of 250% trigger percentage under Section 301.7(a) that determines whether alternative benefit calculation methods apply

Preserves the modified "highest quarterly wages" calculation formula (averaging highest quarter plus 130% of second-highest quarter) but delays its potential implementation to calendar year 2028 and thereafter

Keeps the 63% cap on base year wages for determining weekly benefit rates when the trigger percentage falls below 250%

Takes effect immediately upon enactment
