Amends Pennsylvania's Unfair Trade Practices and Consumer Protection Law to add a new prohibited practice: using documents that appear to be invoices to solicit sales of goods or services without conspicuously stating the document is not a request for payment

Renumbers the existing catch-all provision for "fraudulent or deceptive conduct" from subsection (xxi) to (xxii) to accommodate the new invoice-related prohibition

Applies only to solicitations occurring on or after the effective date, providing prospective enforcement rather than retroactive application

Takes effect 60 days after enactment
