Municipal authorities and municipalities may only charge utility reconnection fees to customers with household incomes above 300% of the Federal poverty level

Customers at or below 300% of the Federal poverty level are exempt from paying reconnection fees or overdue balances prior to service restoration if they enter a repayment plan agreement

Arrearage repayment plans must be income-based and cannot exceed 5% of the customer's monthly household income

Municipal electric providers are prohibited from terminating electricity service between June 1 and September 30 for customers at or below 300% of the Federal poverty level

Takes effect 60 days after enactment
