Establishes the Domestic Violence Fatality Review Program under the Office of Attorney General, creating a statewide Domestic Violence Fatality Review Board and local domestic violence fatality review teams to investigate deaths resulting from domestic violence

Authorizes review teams and the board to access criminal history records, law enforcement reports, court documents, medical examiner reports, child welfare records, and other relevant information for closed cases where no charges will be filed or criminal proceedings have concluded

Requires the board to include designees from the Attorney General's office, Pennsylvania Coalition Against Domestic Violence, State Police, courts, parole board, victim advocates, district attorneys, and community members impacted by domestic violence

Mandates an annual report to the Governor and legislature by September 1 each year with findings and recommendations, while prohibiting identification of victims, perpetrators, or family members in public reports

Establishes confidentiality protections exempting proceedings and records from discovery, subpoena, and Right-to-Know Law requests, with summary offense penalties for unauthorized disclosure; takes effect July 1, 2026
