Increases base fine for automated red light camera violations from $100 to $125, with escalating penalties up to $150 (after 30 days), $175 (after 60 days), and $200 maximum (after 90 days) if municipalities pass enabling ordinances

Removes the July 15, 2027 expiration date for automated red light enforcement systems in both first class cities (Philadelphia) and other municipalities, making the programs permanent

Expands eligibility for automated red light enforcement from specific municipalities with population and accreditation requirements to all counties, cities, boroughs, incorporated towns, and townships statewide

Allows violation hearings to be conducted via live stream video conferencing or virtual presence technology, in addition to in-person appearances

Requires hearings to follow formal administrative procedure rules under 2 Pa.C.S. Ch. 5 with judicial review rights under 2 Pa.C.S. Ch. 7, replacing the previous informal hearing process
