Establishes the School District Impasse Recovery Fund to reimburse school districts, intermediate units, and area career and technical schools for costs incurred when the state budget is not enacted by the start of the fiscal year

Eligible expenses include interest on short-term borrowing, fees for lines of credit, penalties for deferred vendor payments, and other emergency financial measures taken during the impasse period

School entities must submit reimbursement applications within 45 days after an impasse ends, with itemized documentation and certification by the business administrator; the Department of Education must review and approve applications within 30 days

Department of Education must report aggregated impasse expense data to the Governor and chairs of the Senate and House Appropriations and Education Committees by May 31 following an impasse

General Assembly is required to appropriate sufficient funds to cover all eligible school entity expenses in the budget enacted for the fiscal year following an impasse
