Amends Title 3 (Agriculture) of the Pennsylvania Consolidated Statutes to establish food safety and health requirements for state and county correctional institutions, including sanitary food preparation, proper storage, and mandatory head/hair covers and gloves for food handlers

Requires at least one supervisory food service employee at each correctional facility to be certified in food safety and sanitation, with documented training required for any uncertified persons in charge

Grants the Department of Agriculture authority to enter and inspect correctional institutions, obtain food samples for analysis, and publish inspection reports on its public website

Mandates interagency coordination between the Department of Agriculture, Department of Health, Department of Environmental Protection, and Department of Corrections when inspections reveal food-related illness or safety threats

Requires drinking water at correctional institutions to comply with the Pennsylvania Safe Drinking Water Act standards; act takes effect in 60 days
