Requires the Department of Agriculture, in collaboration with the Department of Environmental Protection, to develop and publish best management practices for mushroom farms and composting operations within 90 days, specifically addressing phorid fly mitigation and hydrogen sulfide emissions

Mandates all existing and new mushroom farms and composting operations to submit mitigation plans for department approval, with 90-day review periods and 60 days to revise disapproved plans

Authorizes the department to conduct unannounced inspections of mushroom facilities every 18 months, with operators given 60 days to correct any compliance issues

Establishes civil penalties of up to $1,000 for failure to submit or implement required mitigation plans, and for non-compliance following the correction period

Creates the Mushroom Farming and Composting Fund as a restricted State Treasury account to receive collected fines, appropriations, and donations, with funds continuously appropriated for administering the chapter
