Amends Title 75 (Vehicles) to change terminology from "suspension" to "recall" for driver's licenses revoked due to incompetency determinations

Allows lessees of consumer vehicle leases (subject to CFPB Regulation M) to terminate their lease early without penalty fees if their license has been recalled due to incompetency

Requires lessees seeking early termination to provide a copy of the license recall notice to the lessor within 45 days of the recall and before returning the vehicle

Lessors may still charge other amounts owed at termination including excess wear and use, excess mileage, disposition fees, fines, taxes, and unpaid balances

Early termination provision does not apply if the lessee is in default or if a co-lessee remains liable under the lease; act takes effect in 180 days
