Establishes the Pennsylvania Census Commission within the Joint State Government Commission to advise on census activities, identify barriers to census participation, promote future federal decennial censuses, and partner with Complete Count Committees to reach hard-to-count populations

Commission membership includes 21 members: the Governor, 5 cabinet secretaries (Agriculture, Community and Economic Development, Corrections, Human Services, Labor and Industry), 4 legislative leaders, and 11 Governor-appointed members representing rural, urban, suburban, and regional communities across Pennsylvania

Requires annual reports by December 1 beginning in 2025, plus additional reports on a multi-year schedule including previous census results (48 months before census), preliminary plans (36 months before), final plans (36 months before), implementation plans (24 months before), and funding recommendations (24 months before)

Reports must be submitted to the Appropriations and State Government committees in both chambers and posted publicly on the Joint State Government Commission website

Commission is subject to the Right-to-Know Law, open meetings requirements, and the State Adverse Interest Act, with members eligible for reimbursement of reasonable expenses
