Amends Title 53 (Municipalities Generally) to require the Municipal Police Officers' Education and Training Commission to develop and implement a basic tactical operations course as part of mandatory police training

Required course content includes safe building entry and room clearing, team coordination and communication, threat identification under stress, use of cover and concealment, and prevention of friendly fire incidents

Scenario-based training must emphasize officer safety, civilian protection, and lawful use of force

Completion of the basic tactical operations course becomes a prerequisite for certification as a police officer in Pennsylvania

Act takes effect 60 days after enactment
