Secretary of the Budget must establish a schedule for recovery audits of Commonwealth agencies with $50 million or more in payments to individuals, vendors, or entities

Private auditors must be contracted to identify improper payments including overpayments, underpayments, payments to ineligible recipients, duplicate payments, and invoice errors

Auditor compensation may be based on a percentage of recovered funds, and auditors may pursue judicial action to recover overpaid amounts

Recovery audit reports must be transmitted within 7 days to the Governor, Inspector General, and General Assembly

Auditors who disclose confidential information are guilty of a third-degree misdemeanor; payments cannot be audited within 90 days of being made; act takes effect in 180 days
