Requires Pennsylvania's Medicaid program to give FDA-approved non-opioid pain medications equal or better coverage status compared to opioid/narcotic drugs on the statewide preferred drug list

Prohibits Medicaid from imposing more restrictive prior authorization or step therapy requirements on non-opioid pain drugs than those applied to the least restrictive opioid

Requires commercial insurers to ensure non-opioid pain medications face no greater coverage barriers, utilization controls, or cost-sharing than opioid alternatives on their formularies

Applies immediately to any non-opioid drug upon FDA approval for pain treatment, without waiting for formulary review

Takes effect 60 days after enactment
