Pennsylvania State Police must establish six special emergency response teams to handle incidents requiring timely and tactical response, with one team assigned to each geographic region: Northwest, North Central, Northeast, Southeast, Central-South Central, and Southwest.

Mandatory training requirements include safe building entry and room clearing, team coordination during tactical operations, threat identification under stress, use of cover and concealment, prevention of friendly fire, and scenario-based training on officer safety and lawful use of force.

The Commissioner of Pennsylvania State Police determines the scope of duties, selection process, and criteria for response team members, in consultation with the Pennsylvania Commission on Crime and Delinquency.

The act takes effect 60 days after enactment.
