Establishes the Clean Fuels Standards Board within the Department of Environmental Protection, comprising 21 members including state agency representatives and 16 industry/stakeholder appointees serving 3-year terms

Requires a 15% reduction in aggregate carbon intensity of transportation fuels (gasoline and diesel) and heating fuels below 2005 baseline levels within 10 years of initial rulemaking

Creates a Fair Market Credit Trading Program allowing fuel suppliers to generate, buy, sell, and bank credits for up to 5 years, with obligated parties required to balance credits and deficits annually after an initial 12-month registration period

Uses the Argonne National Laboratory GREET model to calculate carbon intensity values, with mandatory 3-year reviews of standards, economic impacts, and model updates

Exempts aviation fuel, locomotive fuel, watercraft fuel, off-road/military fuel from mandatory compliance, but allows suppliers of clean versions of these fuels to opt in and generate credits
