Establishes the Tuition Waiver for Native American Students Program requiring Pennsylvania institutions of higher education to waive tuition for eligible Native American students beginning the first fall semester after the act takes effect

Eligibility extends to active members of Native American tribes that were originally located on land now comprising Pennsylvania or had members enrolled at the Carlisle Industrial Indian School

Department of Education must develop and publish a list of eligible tribes on its website within 30 days of the act's effective date

Institutions must provide technical assistance with admissions and financial aid applications, and submit annual reports by June 30 (starting 2027) on program participation, retention rates, unmet financial need, and recommendations for improvement

Act takes effect 60 days after enactment
