PA HB2074

Expands the definition of "overseas voter" to include U.S. citizens born abroad who have never resided in the United States, provided their parent or legal guardian last lived in Pennsylvania before leaving the country

Allows these foreign-born citizens to register and vote in Pennsylvania elections using their parent's or guardian's last Pennsylvania address as their election district

Requires eligible individuals to not be registered to vote or have previously voted in another state, and to otherwise meet Pennsylvania voter eligibility requirements except for the residency requirement

Amends Title 25 (Elections) of the Pennsylvania Consolidated Statutes, specifically sections on residence of electors and uniform military and overseas voters

Takes effect 60 days after enactment
