Caps annual auto insurance premium increases at 5% for drivers who have not been convicted of violations listed in Section 1535 of the Vehicle Code (which covers suspension of operating privileges)

Amends Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes, Section 1793 regarding special provisions relating to premiums

Applies to private passenger automobile insurance policies offered, issued, or renewed in Pennsylvania on or after the effective date

Takes effect six months after enactment
