Establishes the Budget Impasse Reimbursement Program within the Office of the Budget to compensate eligible entities for financing costs or lost interest income caused by the budget impasse beginning July 1, 2025

Eligible entities include school districts, counties, human services providers, Pre-K providers, Head Start providers, and nonprofits that received Commonwealth funding in fiscal year 2024-2025, excluding those funded through discretionary or competitive agency programs

Funding comes from "impasse-generated interest" — interest accrued in the General Fund and Budget Stabilization Reserve Fund due to delayed expenditures during the impasse; if insufficient, the General Assembly must appropriate additional funds from the Reserve Fund's interest earnings

Office of the Budget must develop application procedures, eligibility guidelines, and review/award process for reimbursement claims

Annual reporting required to the Governor and Appropriations Committee chairs detailing total impasse-generated interest utilized, amounts disbursed, number and types of entities reimbursed, and calculation methodology
