Establishes the Pennsylvania Promise Program to provide scholarships for tuition, fees, and room and board to Pennsylvania residents attending community colleges, State-owned universities, State-related universities, Thaddeus Stevens College of Technology, and independent nonprofit institutions of higher education

Tuition/fees scholarships available to full-time students under age 24 with household income up to $250,000; room and board scholarships limited to students with household income up to $60,000

Creates separate aid program for adult learners age 24 and older pursuing reeducation, certificate programs, or undergraduate degrees at eligible institutions, with priority given to programs leading to industry-recognized credentials with college credit articulation

Scholarships cover remaining tuition, fees, and room/board costs after Federal, State, and institutional grants are applied; students may receive benefits for up to four academic years total

Pennsylvania Higher Education Assistance Agency administers the program using the newly created Pennsylvania Promise Program Fund, which may accept appropriations, gifts, and donations; annual reporting to the Governor and legislature required on student demographics, scholarship amounts, and program outcomes
