Amends the Pennsylvania Construction Code Act to require the Department of Labor and Industry to promulgate regulations within 180 days mandating electric vehicle charging infrastructure in new nonresidential buildings

Small parking lots (under 25 spaces) for hotels, motels, restaurants, offices, or health care facilities must provide at least one Level 1 EV charging space; restaurants additionally require one Level 2 space

Medium parking lots (25-499 spaces) must provide 2-4% Level 1 EV charging spaces depending on facility type, plus 1-2% Level 2 spaces for retail, hospitality, offices, industrial, health care, and educational facilities

Large parking lots (500+ spaces) must provide 1-2% Level 1 EV charging spaces plus at least five Level 2 spaces, with requirements varying by facility type

Fifty percent of required EV charging spaces must have functional charging equipment at building occupancy; the remainder must be prewired for future installation, and all equipped spaces must be marked for EV use only
