School districts that received state construction funding under Article XVII-E.2 of The Fiscal Code before this law takes effect must reduce their debt by the amount of state money received

School districts receiving such construction funding after the law takes effect must use the money specifically to reduce debt incurred for that construction project

School districts must reduce their millage rate as they pay down the construction project debt

Applies to projects as defined in 64 Pa.C.S. § 1504 or any school district project eligible for Commonwealth reimbursement for approved rental or sinking fund charges

Takes effect 60 days after enactment
