Amends The Administrative Code of 1929 to require the Governor to item veto any appropriation that causes total spending to exceed the official revenue estimate plus unappropriated surplus when signing an appropriation bill

Requires the Secretary of the Budget to disapprove or reduce department spending under Section 615 if the general appropriation bill becomes law without the Governor's approval and exceeds revenue estimates

Prohibits reducing the total amount of disapproved or reduced spending below initial levels during a fiscal year, unless new legislation changes revenue projections

Locks the official revenue estimate after the general appropriation bill becomes law, allowing changes only when statutes affecting revenues are enacted

Takes effect immediately and applies to general appropriation acts enacted after the effective date
